City of Durham issued the following announcement on February 23.

We have received reports that customers are receiving calls demanding payment for their water or utility bill. @DurhamWater will never ask a customer to provide a credit card or pre-paid debit card over the phone. If you receive a call demanding payment, please hang up and contact Durham One Call at 919-560-1200 to report the call and verify your account balance.

Water Management will never send employees into the field to collect payment in person or ask a customer to pay anywhere other than at an Authorized Payment Location. For details on where and how to pay visit: https://www.durhamnc.gov/488/Central-Cashiering
