This bill permits the Garner town manager to resolve personal injury and property damage claims up to $10,000, manage select eminent domain claims within approved project finances, and address town debt claims up to $10,000 with the endorsement of the town attorney and required reporting to the town council. The bill also amends the county’s food and beverage tax laws, updating definitions for prepared food and tourism, mandating distributions to each municipality proportional to where taxes are collected, limiting spending of the funds to tourism-related initiatives, and requiring distinct nonreverting funds and quarterly transparency reports. The tax law revisions are effective July 1, 2026.
