The U.S. Environmental Protection Agency (EPA) is seeking public input on its preliminary Finding of No Significant Impact (FONSI) for the Town of Fuquay-Varina’s Conveyance Line Project. The FONSI was published on October 6, 2025. This project is part of a larger effort to supply drinking water from the City of Sanford’s Water Filtration Facility to both the Town of Fuquay-Varina and the Town of Holly Springs. The project will receive partial funding from the EPA, with appropriations provided by Congress through the Consolidated Appropriations Act for fiscal years 2023 and 2024.
The EPA’s FONSI was developed following an Environmental Assessment (EA) in accordance with Section 102 of the National Environmental Policy Act (NEPA) of 1969 and relevant EPA procedures. According to the agency, “The EPA completed an Environmental Assessment (EA) (EPA No. N2025405) for the Proposed Action and, based on the environmental impacts described in the EA (Enclosure 1), determined that no significant environmental impacts are anticipated from the issuance of the grant and the Proposed Action.”
Additionally, “The EPA has concluded that the environmental impacts of the proposed conveyance line project does not constitute a major Federal action significantly affecting the quality of the human environment, making the preparation of an Environmental Impact Statement (EIS) unnecessary.”

A 30-day public comment period is open from October 6, 2025, through November 6, 2025.
