State Rep. Erin Paré has filed legislation that would pilot early intervention efforts designed to increase student attendance within a selected North Carolina public school district, the North Carolina State House reports.
The bill, designated as HB 1110 and submitted on April 29 during the 2025 regular session, is formally titled: ‘Early Intervention School Attendance Pilot.’
Our summary is as follows, drawn from the bill’s full text, and may contain clarifying interpretation of its sections.
The legislation establishes a Student Attendance Early Intervention Pilot Program to implement and assess a data-based approach to cutting chronic absenteeism in a selected public school unit between the 2026–27 and 2027–28 fiscal years. The Department of Public Instruction would select one district serving up to 15,000 students, as well as a technology vendor providing real-time monitoring, an early warning system, layered interventions, two-way communication with families in multiple languages, dashboards, and privacy protections. The bill allocates $75,000 to fund technology, implementation, staff training, administrative tasks and an evaluation, and mandates a report on outcomes, initiative efficiencies and possible expansion by Feb. 1, 2028. If enacted, the bill would take effect July 1, 2026.
Among four sponsors for this measure, Tricia Ann Cotham was the leading bill author, having introduced 54 pieces of legislation in the 2025 session.
New laws in North Carolina must pass a multi-step legislative process. The procedure starts when a legislator files a bill, which is referred to a committee. Before final enactment, both chambers must read the bill three times, and any amendments by one require concurrence from the other. Once both approve an identical version, the governor has 10 days—or 30 when the legislature is not in session—to sign, veto, or let the bill become law without signature.

Paré earned a Bachelor of Arts from George Mason University in 2000.
A Republican, Paré was elected to the North Carolina House in 2021 to represent District 37, succeeding former state representative Sydney Batch.
