State Rep. Erin Paré has put forward a new bill in the North Carolina House designed to simplify licensure procedures for school psychologists in member states and improve practitioner mobility, according to the North Carolina State House.
Filed as HB 1124 on April 29 in the 2025 regular session, the legislation carries the short title: ‘Interstate Compact for School Psychologists.’

The bill would incorporate the School Psychologist Interstate Licensure Compact into North Carolina law, enabling licensed practitioners to secure comparable credentials and practice in other participating states, contingent on background checks, education, examination and internship requirements, and state-specific scope-of-practice rules. It establishes a multistate commission with authority over rulemaking, enforcement, data sharing, and discipline, and appoints the State Board of Education as North Carolina’s licensure agency. In addition, it allocates $1 million in nonrecurring funds for the 2026-27 period to East Carolina University for a virtual psychology training program, with these funds available through June 30, 2029. The bill is set to become effective July 1, 2026.

The legislative process in North Carolina follows a multi-step process before becoming law. To begin, a lawmaker files a bill, and it is sent to committee for deliberation.
