State Rep. Erin Paré has introduced a new proposal in the North Carolina House designed to reduce the state income tax burden for those paying for prescription medications, the North Carolina State House reports.

The proposal, designated as HB 1074 and officially filed with the short title ‘Prescription Drug Expenses Tax Deduction’ on April 28 in the 2025 regular session, outlines how residents may benefit from possible tax relief.

The bill gives North Carolina taxpayers the ability to deduct as much as $5,000 from adjusted gross income for unreimbursed out-of-pocket prescribed medication and pharmacy cost-sharing expenses. Amounts paid using tax-advantaged accounts—such as health savings accounts or flexible spending accounts—are not eligible, nor can taxpayers use the same expenses in more than one state deduction for the tax year. The measure targets residents with substantial drug costs and would apply starting with taxable years on or after Jan. 1, 2026.

Out of the bill’s four sponsors, Grant L. Campbell, MD, introduced the highest number of bills (62) during the 2025 regular session.

For legislation to become law in North Carolina, it goes through a multi-phase process. After a bill is filed, it is sent to a committee for review, must be read three times in each chamber, and if altered by either house after passage, both must approve the final version. Upon approval in both chambers, the bill is sent to the governor, who has 10 days (or 30 if the legislature has adjourned) to sign, veto, or allow it to become law without their signature.
